Behind every President, there is a Vice President. Way, WAY behind President Febbish, is Vice President Jimmy Wonderson. He is perpetually downtrodden, constantly forgotten, and the first to called upon to get the refreshments. Vera at least can attest to the fact that her existence is acknowledged and the staff doesn't demand identification to prove she is who she is.

Deep, deep down, Jimmy has the potential to be a great leader, but odds are he's not going to get a chance to show it. Perpetually believing in the importance and nobility of his position (despite all the staff's efforts to prove otherwise), he stoically stands ready to aid the President in the nation's darkest hour... when he's not being sent out for coffee.
